Pour the chilled heavy cream into a large mixing bowl. Using an electric mixer, beat until soft peaks form. Make sure the cream is cold to achieve the perfect texture.
Slowly pour in the chilled condensed milk, a little at a time, and beat just until combined. Do not overmix-just enough to blend everything together.
Divide the whipped mixture into two equal portions. In one half, gently fold in the pink cotton candy using a spoon. Add a drop or two of pink food coloring if desired. In the other half, fold in the blue cotton candy. Add blue food coloring if you want that signature bold look.
In an airtight container, alternate spoonful of the pink and blue mixtures to create a beautiful swirl effect.
Seal the container and freeze for at least 12 hours or overnight.
